ediEnterprise Updates

Tariff Tax and Documents Generator
It's now possible to have ediEnterprise generate tax (box 47) lines and supporting documents (box 44) for your imports, based on tariff code and country of origin. After supplying those two data on an invoice line, click the "Tax/Docs" link and a grid of relevant tax and document combinations is shown, pulled from the electronic tariff data. Tick those that apply and they will be added. For example, two rates of duty might apply based on whether you have a GSP certificate or not. Both options are presented, and if you tick the GSP one, a tax row for A00 / rate G / preference 200 will be created for you, as well as a shell for the GSP certificate document (N865) number. SoE & ICS Cancellation
The 'style of entry' and 'import customs status' codes are two pieces of information that describe the current and past status of an entry. Their values are very important when requesting to cancel an entry using the XTC message. Previously, ediEnterprise used to update export entries to 'cancelled' whenever a positive reply to an XTC was received, and to 'cancellation requested' for imports. Now it honours the values of SoE and ICS, so that import entries can be updated straight to fully 'cancelled' where relevant. Other values include 'cancellation requested' and 'cancellation denied'. FEC & Route F
Route F is a special pseudo-route that allows you to store an incredible (but valid) entry. If an entry submission shows a FEC challenge, meaning data is valid but incredible, the only two options previously were to correct the incredible data or to flag it as credible. Now a third option is possible, which is to request that the entry be stored (even though it's incredible) on route F. You must then perform one of the other two actions at a later time to get the real route. The objective of this is to establish the tax point. MORE >

RPB - Amendment Entry Prints
ediEnterprise has been able to understand and render original (RPA) entry prints, such as an E2, for some time. Now amendment (RBP) prints such as E7, P7, H7 and X7 are rendered in the same way. MORE >

Meursing Calculator
For those who regularly do imports of foodstuffs, you'll be familiar with the Meursing table, a four-dimensional lookup to turn a list of certain ingredients into the EC suffix codes required to make the full 14-character commodity code. ediEnterprise has taken away this headache with its new calculator: you can supply the four inputs and it will work out the code. The Replacement for CHIEF
In May HMRC invited members of the trade, including CargoWise, to attend a strategy meeting to help plan where they are taking the aging CHIEF system. We were introduced to CHIEF STE (strategic technical enhancement), the replacement for CHIEF, due in 2012. It was announced that the format of the inbound messages would change from EDIFACT to XML, that internally it would be more modular and so would enable changes (such as MCCIP) to be made more easily, and that the underlying technology would be brought into the 21st century. People were surprised to hear that CapGemini initially intended to drop support for the current HCI screens, instead replacing them with webservices that they expected the CSPs to utilise - that is, for the CSPs to write new screens for you to use to consume functionality of CHIEF STE. Naturally the CSPs were not keen on this idea, and I admit that it does seem a little much to expect of them, especially after CG's repeated promises that there would be no change in business function. Two other important areas of discussion were the very short testing period and the rollout plan. The big question was, should the rollout be phased by CSP, phased by trader, or big-bang? Naturally some parties preferred the former, some the middle, and eventually big-bang became more attractive to all. Soon after the meeting, some members of the trade wrote a letter to HMRC expressing their concerns and making suggestions for improvements. I've yet to see a reply to this or the draft documentation for the change, but will update you when more information is available.
