These updates, deeply integrated into CargoWise, are designed to streamline declaration processes, help ensure compliance, and enhance security for logistics professionals worldwide. 

Enhanced Customs calculation rules - AUSTRALIA 

We've upgraded our customs calculation rules to streamline the defaulting of insurance rates on import declarations in Australia. Users can now navigate to Maintain > Customs > Customs Calculation Rules to establish new rules. The setup includes two main sections: Details and Rates. 

In the Details section, users can specify how the rates should be matched and calculated. Key fields include the Importer (for specific matches or fallback rates), Based On (the Incoterm used), Transport Mode, Currency, and Rule Type. Each rule applies to a unique combination of these parameters for the given effective period. 

The Rates section allows you to define how insurance rates are applied based on declaration values. You can set flat rates or percentage uplifts depending on the value thresholds specified. CargoWise can apply specific insurance rates based on the FOB (Free on Board) value of the goods, and for declarations using CFR (Cost and Freight) terms, different rates will apply based on CFR values. 

CargoWise will now automatically adjust and convert currencies as needed, ensuring that the correct rates are applied. For example, if the declaration uses FOB with a value of $500 AUD but the rate is based on CFR, CargoWise will: 

  1. Convert the FOB amount into the CFR currency (e.g., ZAR) using the exchange rate on the valuation date. 
  2. Apply the insurance rate based on the converted CFR value. 

When entering the insurance amount back into CargoWise, the system will use the currency specified in the rate. Rates can be searched and updated in the Customs Calculation Rules module, with automatic updates if the Calculated field is ticked.

Streamlined Section 201 Bifacial Certification Designation compliance - UNITED STATES 

As of June 26, 2024, and extending through September 23, 2024, the CBP requires that importers provide a certification for bifacial panels when declaring them under the Provisional Tariff 9903.45.29. This requirement is part of a broader effort to ensure that importers adhere to specific documentation and certification standards for certain types of goods. 

To streamline compliance with this requirement, CargoWise has been updated to automatically generate a new type of 54 record (Type 09) whenever the Provisional Tariff 9903.45.29 is used. This new record will include a fixed text value of ‘201BIFAC CERT,’ signaling that an Importer Certification has been completed and is available in the Document Imaging System (DIS). 

When using tariff 9903.45.29 in CargoWise, users will see a warning prompting them to ensure that the Importer Certification document is completed and uploaded to the DIS. This warning is designed to help users adhere to the certification requirement and avoid any compliance issues.

Customs Declaration now allows users to select authorized certificates - SPAIN  

Spanish Customs now mandates users to have a digital certificate associated with the broker. This requirement is designed to enhance the security and integrity of customs transactions by ensuring only authorized personnel can use the broker’s certificate. 
 
CargoWise’s Customs Declaration process has been updated to streamline the declaration process and increases traceability by clearly identifying the broker responsible for the declaration. 

There are three primary ways to select the certificate during the customs declaration process: 

  1. Select the Certificate in the Customs Declaration 
  2. Select the Certificate in Exit Control 
  3. Select the Certificate in NCTS Declarations 

In each of these scenarios, users can click on the ‘Certificate’ drop-down menu to choose from a list of authorized certificates. This selection will then be utilized for signing and securing messaging operations with Customs. 

The broker’s certificate can be shared with other staff members as specified in the Authorized grid. When selecting a certificate from the list, the owner’s login code is displayed, assisting users in identifying the correct broker’s certificate.

New Explosive Detection Dogs (EDD) inspection type – CANADA  

CargoWise has been updated to meet Canadian security requirements by adding a new inspection type: Explosive Detection Dogs (EDD) to the Default Inspection Types Registry for Canada.  

The Explosives Detection Dog and Handler Teams (EDDHT) Program is a Transport Canada initiative designed to bolster aviation security. This program trains and deploys canine teams specifically skilled in detecting explosives in cargo. These highly trained dogs, along with their handlers, provide a critical layer of security, ensuring that all cargo is thoroughly inspected before it takes to the skies. 
 
When flagged as 'Show in List', EDD appears in the dropdown menu of the Shipment > Basic Registration > Inspection field for air shipments within Canada. Settings can be customized based on specific requirements, allowing for adaptability in different operational contexts.

Air imports to Brazil: Restrict CCT House Manifest reporting from Direct Consolidations – BRAZIL 

In January 2024, the Brazilian Customs authority, Receita Federal Do Brasil, introduced updates through the ‘Manual CCT Importação Modal Aéreo’, impacting how Air Waybills (AWBs) are managed in the air cargo industry.  

According to the latest guidelines: 

  • Master AWB (MAWB): It is now the airline's responsibility to file the Master AWB to CCT. 
  • House AWB (HAWB): Freight forwarders are tasked with filing the House AWB. 

This division clarifies the roles and ensures compliance throughout the logistics chain. Previously, there was a requirement to send a CCT House Manifest to associate a MAWB with a HAWB. However, under the new guidelines, when a HAWB is not involved, it is no longer necessary to send a CCT House Manifest.  

To align with this change, CargoWise now restricts users from sending the CCT House Manifest message when dealing with ‘DRT - Direct’ Consol types. This proactive measure prevents errors and ensures compliance with updated regulations. 

For users accustomed to automated triggers for CCT House Manifests, events configured to automatically send these manifests will now exclude ‘DRT - Direct’ Consol types. The ‘LWK – Event Log Walker Service’ task logs will provide clear notifications regarding these exclusions. 

Despite these changes, users can still send the CCT House Manifest from other Consol Types, provided that all CCT Shipment Reports are duly accepted for the associated shipments. This flexibility allows for continued operational efficiency while maintaining regulatory adherence.
